BWI sits south of Baltimore and north of Washington, serving both. From the Maryland side of the metro it is frequently the most sensible airport; from Virginia it is the longest of the three runs.
When BWI is the right choice
If you are starting from Baltimore, Columbia or Annapolis, BWI is close and the DC airports are not — the drive difference can be forty minutes or more each way. From Greenbelt or Bowie it is roughly a coin flip with Reagan National, and the Baltimore-Washington Parkway is usually the more predictable route.
From Arlington, Alexandria or the Virginia suburbs, BWI is the longest run of the three. That can still be worth it for a materially cheaper fare or a flight the other airports do not have — just price the extra drive time into the decision.
